The State of Michigan posts all bid opportunities via the SIGMA Vendor Self-Service (SIGMA VSS) system. SIGMA VSS provides one secure location for vendors to bid on solicitations and track payment information. You must register and get a SIGMA VSS account to bid on open solicitations. Registration is free.

System for Award Management (SAM)
The System for Award Management (SAM.gov) is an official website of the U.S. Government. There is no cost to use SAM.gov. You can use this site to:
- Register to do business with the U.S. Government
- Update, renew, or check the status of your entity registration
- Search for entity registration and exclusion records
- Search for assistance listings (formerly CFDA.gov), wage determinations (formerly WDOL.gov), contract opportunities (formerly FBO.gov), and contract data reports (formerly part of FPDS.gov).
Market Research: Solicitation, Drawing and Specification Research
Market research is required to determine whether the government is purchasing goods and services that your company sells. You can conduct your own research by entering keywords into the following search engines. The DIBBS Board will also, if available, provide technical drawings and specs.
Search Federal Government Solicitations:
DLA Internet Bid Board System DIBBS – a web-based application that provides the capability to search for, view, and submit secure quotes on Requests For Quotations (RFQs) for items of supply included in the DLA Business System Modernization (BSM) Program. DIBBS also allows users to search and view Request For Proposals (RFPs), Invitations For Bid (IFBs), Awards and other procurement information related to BSM.
Acquisition Streamlining Standardization Information System, also known as ASSIST On-Line, is a robust and comprehensive website providing access to current information associated with federal and military specifications and standards in management of the Defense Standardization Program (DSP). Managed by the DoD Single Stock Point Philadelphia (DDSSO), Assist provides public access to the standardization process over the Internet. Assist On-Line is the exclusive source for DoD standards and specifications.
SBIR/STTR Programs: The Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs are highly competitive programs that encourage domestic small businesses to engage in Federal Research/Research and Development (R/R&D) with the potential for commercialization.
